TANZANIA ENERGY DEVELOPMENT AND ACCESS PROJECT (TEDAP)
GENERAL PROCUREMENT NOTICE No P101645

The Government of the United Republic of Tanzania has applied for funds from the International Development Association (IDA) and the Global Environment Facility (GEF), in the total amount of USD 111.5 million equivalent towards the cost of the Tanzania Energy Development and Access Project (TEDAP) and it intends to apply the proceeds of the funds to payments for goods; works/supply and installation of plant and equipment and related services; as well as consulting services to be procured under this project.

The project seeks to rehabilitate, upgrade, and reinforce TANESCO’s transmission and distribution networks in Dar es Salaam, Arusha and Kilimanjaro regions, improve technical and commercial performance, increase electricity access in rural, peri-urban and urban areas, establish a commercially oriented and sustainable service delivery for rural electrification, and exploit Tanzania’s renewable energy potential through:

i) Transmission system upgrades (construction of a 132 kV ring transmission system in the southern parts of Dar es Salaam, extension of 2 132/33 kV and construction of 3 new 132/33 kV substations in Dar es Salaam, extension of 1 132/33 kV substation in Arusha and construction of a new 132/33 kV substation at the Kilimanjaro International Airport);

ii) Distribution system upgrades (construction of 6 new and upgrade and rehabilitation of 5 existing 33/11 kV substations in Dar es Salaam, construction of 8 new 33/11 kV substations in Arusha and Kilimanjaro, rehabilitation and construction of new 33 kV (170 km), 11 kV (81 km) and LV (31 km) networks, supply and installation of 77 33/0.4 kV and 48 11/0.4 kV step-down transformers in Dar es Salaam, Arusha and Kilimanjaro regions);


iii) Commercial and institutional capacity development (supply and installation of 85,000 prepayment meters, centralized call centre and high value customer centre in Dar es Salaam, incorporation of Commercial Management System (CMS), Resource Management System (RSM) and Technical Services Management System (TSMS) and supply and installation of 1,800 solid state meters);

iv) Ongrid and offgrid access expansion (supply of materials for the connection of new consumers in the grid system, renewable energy for offgrid areas);

v) Small power generation and distribution projects (small renewable power generation projects, mini and micro grids);

vi) Sustainable Solar Market Packages (SSMP) providing PV systems for public services (schools, health centers) and households;

vii) Consultancy services (training needs assessment for TANESCO, Legal, Technical and Financial advisory services for the next IPP); and

viii) Supply of computer hardware and software, office equipment and furniture.

The Procurement of goods, works/supply of plant and equipment and related services will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004; revised October 2006 and is open to all bidders from eligible source countries as defined in the guidelines.

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004; revised October 2006.

Specific Procurement Notices (SPN) for contracts to be procured under the World Bank’s International Competitive Bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in UN Development Business (UNDB), dgMarket, and in the widely read national and regional newspapers.
