SPECIFIC PROCUREMENT NOTICE

Invitation for Bids

Northern Corridor Transport Improvement Project
Rehabilitation of Mau Summit-Kericho -Kisumu (A1/B1) Road.

Brief Description of Works:
This invitation for bids follows the General Procurement Notice for this project that appeared in the ‘UN Development Business’ Publication Vol. 29 No. 672 of 16th February 2006 and updated on July 31, 2007 (WB 391-672/06).
1. The Government of the Republic of Kenya has applied for additional financing from International Development Association (IDA) towards the cost of the Northern Corridor Transport Improvement Project and intends to apply part of the proceeds of this Credit to eligible payments under the contracts for improvement of the Northern Corridor Road Links listed below:

Contract Title:
-Rehabilitation of Mau Summit-Kericho -Kisumu (A1/B1) Road: Mau Summit – Kericho (B1) Section
-Rehabilitation of Mau Summit-Kericho -Kisumu (A1/B1) Road: Kericho - Nyamasaria (Kisumu) (A1/B1) Section.
-Rehabilitation of Mau Summit-Kericho -Kisumu (A1/B1) Road: Nyamasaria – Kisumu Airport – Kisian and Kisumu Bypass roads

Nature and size of works:
-Rehabilitation and Reconstruction of 57km of road to 7.0 m wide carriageway and 2x2 m wide shoulders.
-Rehabilitation and Reconstruction of 76 km of road to 7.0 m wide carriageway and 2x2 m wide shoulders.
-Construction of 6.5 km of By-Pass road, Reconstruction and Rehabilitation of approx. 18 km length of Town and Rural Roads and Construction of 9 No. Bridges..

2. The roads are located beyond Mau Summit which is approximately 220 km west of Nairobi and traverse the southern Rift Valley and Nyanza Provinces of the Republic of Kenya. The works to be undertaken in three (3) separate contracts involve the rehabilitation and reconstruction of (a) Mau Summit - Kericho, (b) Kericho - Nyamasaria (Kisumu) Road and (c) Nyamasaria – Kisian Market, including the Kisumu Bypass road and access to Kisumu Airport, all totalling approximately 158 km. The major items of work will comprise earthworks, provision and laying of cement improved gravel/GCS sub base/base, Dense Bitumen Macadam (DBM) base, Asphalt Wearing Course (AWC), construction of culverts and other drainage structures, construction of facilities for socio-enhancement and roadside amenities along the corridor, service roads and non-motorised traffic facilities. In addition, the Kisumu Bypass road will involve pre-stressed concrete bridge works and reinforced earth structures.
3. The Ministry of Roads and Public Works now invites sealed bids from eligible bidders for Contracts for the Construction, Reconstruction and Rehabilitation of the above roads.

5. Bidders may bid for any or all the contracts for which they meet the appropriate qualification criteria stated in the bidding documents, which are summarized inter alia in the tables below. Only bidders who consider they meet the qualification criteria as given in the tables should apply. Award will be for any one of the contracts or a combination to a maximum of the three contracts on the basis of the lowest evaluated overall cost to the Employer.


Qualification Criteria for Multiple Contracts:

3 Specific Construction Experience
Participation as contractor, management contractor, partner in a joint venture or subcontractor, in at least two (2) contracts within the last five (5) years, that have been successfully and substantially completed and that are similar to the proposed works each with a value of:
Any one (1) Contract - Kshs 4.5 billion (US$ 65 million); Any two (2) contracts-Kshs 7.0 billion (US$ 100m); Three (3) contracts-Kshs 10.5 billion (US$ 150 million)

4 Specific Construction Experience in Key Activities
For the above or other contracts executed during the last five (5) years the Bidder must have minimum construction experience in the listed key activities:;
Any one (1) contract;
(i) Earthworks-35,000m3 per month
ii) Bituminous Mixes (AC and/or DBM) laid per month -10,000 m3,
(iii) Cement improvement processed per month- 9,000 m3,
(iv) Concrete works - 250 m3 per month

Any two (2) Contracts;
(i) Earthworks-70,000m3 per month
(ii) Bituminous Mixes (AC and/or DBM) laid per month-20,000 m3
(iii) Cement improved gravel or graded crushed stone processed and laid per month -18,000 m3
(iv) Concrete works-1,125 m3 per month

Three (3) Contracts
(i) Earthworks-160,000 m3 per month
(ii) Bituminous Mixes (AC and/or DBM) laid per month-45,000 m3
(iii) Cement improved gravel or graded crushed stone processed and laid per month - 40,500 m3
(iv) Concrete works -500 m3 per month

6. The above criteria shall be met jointly by the partners of a joint venture bidder in accordance with the compliance requirements as set forth in Section III, Evaluation and Qualification Criteria.

7 Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, version May 2004, revised October 2006 and is open to all bidders from eligible source countries, as defined in the guidelines. Domestic bidders (as defined in the guidelines) shall be eligible for 7.5% margin of preference in the comparison of their bids with those of bidders who do not qualify for the preference.

8. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Ministry of Roads and Public Works (address below) during week days (Monday to Friday), excluding Public Holidays, from 08:00 hrs to 17:00 hrs local time beginning Thursday 24th April 2008. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address indicated in paragraph 12 below and upon payment of a non-refundable fee of Kenya Shillings 20,000:00 (Twenty Thousand Shillings only) or an equivalent amount in a freely convertible currency for each set of bidding documents. The method of payment will be cash or banker’s cheque in favour of the Permanent Secretary, Ministry of Roads and Public Works. The cost of delivery of bidding documents shall be borne by the bidder.
9. The bidding documents will be sent to the purchaser(s) or bidder(s) who so request, or can be collected by appointed representatives from Room 618, 6th Floor, Works Building, Ngong Road, Nairobi, Kenya beginning Thursday 24th April 2008.
10. Bids shall be enclosed in plain packages, Rehabilitation of Mau Summit - Kericho - Kisumu (A1/B1) Road and clearly marked with the ICB, Contract Title and Contract Number for identification as appropriate, sealed and transmitted by courier, postage, or delivered by hand or as preferred by the contractor so as to be received at the address below not later than 12:00 hours local time on Wednesday 23rd July 2008.
Bids for each contract shall be accompanied by a bid security in the amount specified below (or an equivalent amount in a freely convertible currency):
Kshs. 40 million (forty million Kenya shillings) for Contract RD-0421
Kshs. 50 million (fifty million Kenya shillings) for Contract RD-0422
Kshs. 30 million (thirty million Kenya shillings) for Contract RD-0505
Late bids will be rejected. Bids will be opened immediately after the bid submission deadline in the Northern Corridor Boardroom, Lower Ground Floor, Transcom House, Ngong Road, Nairobi in the presence of bidders’ representatives who choose to attend the bid opening session.
