IFB Title: Supply and Commissioning of Three (3) Patrol Boats and Three (3) Heavy Duty Fibre Glass Reinforced Polyester Open Boats for TPA

IFB Number: TPA53-WB of 2007/08

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 671 of 31st January 2006.

2. The United Republic of Tanzania has received a credit from the International Development Association toward the cost of East Africa Trade and Transport Facilitation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for supply and commissioning of three (3) patrol boats and three (3) heavy duty Fibre glass reinforced polyester open boats for TPA

3. Tanzania Ports Authority (TPA) now invites sealed bids from eligible and qualified bidders for Supply and Commissioning of Three (3) Patrol Boats [Lot 1] and Three (3) Heavy Duty Fibre Glass Reinforced Polyester Open Boats [Lot 2].

Bidders may bid for one or both lots.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Director of procurement and Supply (dps@tanzaniaports.com) and inspect the Bidding Documents at the address given below from 0900 hours to 1600 hours Monday to Friday, excluding public holidays.

6. Qualifications requirements include a track record of manufacture and/or supply of Patrol/Fibre Glass Boats. The bidder must demonstrate a record of two or more successful supplies of patrol/fibre glass boats over the previous five years. Evidence of such supply should be in the form of a schedule of the names and contact fax or telephone numbers of customers who have been supplied along with a brief description of the goods and documentary evidence of Client Acceptance Certificates.

A margin of preference shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on submission of a written Application to the address below and upon payment of a non refundable fee of Tshs.100,000.00 or USD100.00. The method of payment will be cash or banker’s cheque payable to the Director General, TPA. Bidding Documents will be issued at the address given below.

Bidding documents may be e-mailed to potential bidders upon submission of a written application and evidence of payment of the non refundable Bidding Document fees.

8. Bids must be deposited in the Tender Box located in Room No. 48 on the 2nd Floor of TPA Headquarters building (Block B), One Bandari Road, at or before 1000hours local time on 3rd July 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 1000hours local time on 3rd July 2008. All bids must be accompanied by a Bid Security of 2.5% of the bid price in the currency of the tender or an equivalent amount in a freely convertible currency.
