REQUEST FOR EXPRESSION OF INTEREST

CONSULTANCY SERVICES FOR DESIGNING AND FORMULATING THE COSTING SYSTEM FOR THE TANZANIA CIVIL AVIATION AUTHORITY

1. The United Republic of Tanzania has received financing from the World Bank towards the cost of Privatization and Private Sector Development Project and intends to apply part of the proceeds for consultancy services. The services include Designing and installing a computerised costing system for TCAA, which shall provide adequate cost information to the Authority for decision making purposes. The costing system to be developed must meet the following requirements:

(i) The system must provide a justifiable basis for the TCAA to make full recovery of all costs generated from the services provided and facilities operated by the Authority.

(ii) The system must allow the ease of rolling it on to other decentralised operating units, and be flexible enough to be operated manually and electronically.

(iii) The system must cover all the revenue & cost centres areas and facilities / equipment deployed all over the TCAA’s work stations in Tanzania.

2 The Tanzania Civil Aviation Authority (TCAA) now invites eligible consultants to express their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services including experience of the consultant on similar assignments, experience in similar condition over the past five (5) years and availability of appropriate staff for the assignment. 3. Short-listing and final selection will be in accordance with the procedures set under the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised in October 2006.

4. Interested eligible consultants may obtain further information at the address mentioned below from 7:30 hrs to 15.30 hrs local time, Mondays to Fridays inclusive, except on Public Holidays.

5. Expressions of Interest for the above assignment, in one (1) Original plus three (3) copies should be submitted to the address mentioned below, at or before 15:30 hrs local time on 8th July 2008:

6. This is not a request for proposals. On the basis of information obtained from
eligible interested consultants, TCAA will prepare a shortlist of Consultants to whom
a Request for Proposals (RFP) will be issued inviting them to submit Technical and
Financial Proposals.

7. Expression of Interest submitted to the above address shall be opened publicly
immediately after 11:30 Hrs local time on 8th July 2008 in the TCAA Conference Room located on the 5th Floor of the IPS Building (Corner of Samora Ave/Azikiwe Street).

8. Late submission of documents, portion of documents, documents not received,
documents not opened at the opening session shall not be accepted for evaluation
irrespective of the circumstances.
