Expressions of interest

The Federal Democratic Republic of Ethiopia has received a credit from International Development Association (IDA) and intends to apply part of the proceeds of this credit to payments under the contract for consultancy services for Revenue Sector Reform Program.

The services include Development of Software to Upgrade the Existing Customs Valuation Database with the following objectives:-

Develop a consistent, standardized and sequenced description of goods with details such as make, model, brand, specification and grade as well as standardized unit of quantity to properly analyze and compare declared values against values already captured in the valuation database.
Protect government revenue by identifying and detecting under valuation categorized by importer, exporter, country of origin, means of transport and clearing agent.
Give facilitation and protection to legitimate importers.
To reduce unfair price advantage of undervalued imported goods and provide domestic producers a level playing field.
Provide up-to-date and online price information of imported goods to all customs stations to easily detect under valuation.
Increase the transparency of customs valuation and enhance the compliance level of importers.

The scope of the work includes the development of:
A. Data Entry Software;
B. Valuation Database Software;
C. Valuation Risk and Valuation Analysis Software;
D. Data Search Software;
E. Infrastructure – connect the Valuation Unit at Customs Headquarters with all Customs stations in the country;
F. Provision of Specifications, install and configure appropriate PCs and Servers;
G. Conduct test run of the whole system; and
H. Give training on the overall use and application of the software.

Duration given for the assignment is 12 (Twelve) months.

The Ministry of Revenue now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.) Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
