REQUEST FOR EXPRESSION OF INTEREST (EOI)

FOR PROVISION OF CONSTRUCTION SUPERVISION SERVICES FOR SUPPLY AND INSTALLATION OF THE SECONDARY AND TERTIARY WATER DISTRIBUTION NETWORK-PART 2E

1. This request for expression of interest follows the General Procurement Notice for WSDP that appeared in the United Nations Development business, under notice no. WB320-696/07 of 17 January, 2007.

2. The Government of the United Republic of Tanzania and Development Partners has set aside funds for the implementation of the Water Sector Development Program (WSDP). It is intended that part of the funds will be applied to cover eligible payments under the contract for Provision of Consultancy Services for Provision of Construction Supervision Services to the Supply and installation of Secondary and Tertiary Water Distribution networks in Dar es salaam

3. The services are intended for supervision of rehabilitation works of the primary and secondary water distribution network, including laying of 300km pipes with associated fittings of sizes ranging from 250mm to 50mm from Kiluvya to Kibaha and Mlandizi townships.

4. The Dar es Salaam Water and Sewerage Authority (DAWASA) now invites eligible consultants to express interest in providing the above services. Interested firms must submit information indicating that they are qualified and capable of performing the services. The information should include: brochures related to pasts assignment, descriptions of previous experience with similar assignments, the names and contact addresses of clients served, availability of personnel with appropriate skills and qualifications among staff.

5. Each interested consultant may associate with other consultants to enhance their qualifications. The association may take the form of either a joint venture with all partners being jointly and severely liable for the execution of the contract in accordance with the contract terms or a sub-consultant. If any one of the consultants submits an expression of interest with intention of associating in the form of a joint venture with more than one partner on separate submission, that submission and all other submissions bearing the name of the consultants shall not be considered for shortlisting.

6. Consultants will be selected in accordance with procedures specified in the World Bank’s Procurement Guidelines; “Selection and Employment of Consultants by World Bank Borrowers dated May 2004; Revised October 2006.

7. This is not a request for proposals. After review of the letters of interest, a shortlist will be prepared and those short-listed will be invited to submit their proposals (technical and financial) through a letter of invitation including the terms of reference for the consultancy.

8. 9. The deadline for the submission of expression of interest is 10.00 hours local time on Monday July 14, 2008. Each expression of interest must be submitted in a sealed envelope clearly marked “Tender No AE/033/2008-09/1 Construction supervision of part 2E works”
