1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on April 30, 2008 issue no. 725.

2. The Federal Democratic Republic of Ethiopia has received a grant from the International Development Association and other Donors toward the cost of Protection of Basic Services, and it intends to apply part of the proceeds of this grant to payments under the Contract for Procurement of Medical Equipment.

3. The Ministry of Health now invites sealed bids from eligible and qualified bidders for the supply of Medical Equipment to:
• Afar Regional Health Bureau-Semera,
• Amhara Regional Health Bureau-Bahirdar,
• Benishangul Regional Health Bureau-Asossa,
• Diredawa Regional Health Bureau - Diredawa,
• Gambella Regional Health Bureau-Gambella,
• Harari Regional Health Bureau-Harar,
• Oromiya Regional Health Bureau-Addis Ababa,
• Somali Regional Health Bureau- Jijiga,
• Southern Nations Nationalities & Peoples Regional Health Bureau-Awassa, and
• Tigray Regional Health Bureau-Mekelle
under the following six Lots.

Bidders have the option to bid for one or more lots.
 Lot I - Microscope
 Lot II - Centrifuges
 Lot III - Sterilizers
 Lot IV- Medical Refrigerator
 Lot V- Laboratory & Pharmacy Equipment
 Lot VI- Examination, Treatment, MCH, OR & Delivery Equipment

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Ministry of Health, Pharmaceuticals Supply & Logistics P/Department, Tel:251 11 5151790, 251 11 5535156 Fax: 251 11 5535166, Addis Ababa, Ethiopia and inspect the Bidding Documents at the address given below from 8:30AM -12:30PM and 1:30 PM -5:30PM from Monday to Friday.

6. Qualifications requirements include:

7. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Ethiopian Birr 200.00 (Two Hundred Birr) or equivalent in a freely convertible currency. Those who want the bid document to be sent by a Courier Service shall pay an additional amount of ETB 515.00 or equivalent in a freely convertible currency for a courier service charge or send a pre paid Courier Service Coupon. The method of payment will be in cash, or Cashier's Payment Order (C.P.O.), or direct deposit to MoH A/C No 0160101011900 with the National Bank of Ethiopia.

8. Bids must be delivered to the address below on or before 2:00 P.M September 18, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the Conference Hall of Ministry of Health, Head Office, Woreda 3, Kebele 53, Addis Ababa, Ethiopia at 2:30 P.M September 18, 2008. All bids must be accompanied by a Bid Security of 2% of the Bid amount including all incidental services or an equivalent amount in a freely convertible currency.
