PUBLIC FINANCIAL MANAGEMENT REFORMS PROGRAMME

PROCUREMENT OF MOTOR VEHICLES

1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in the DG Market on 29th April 2007.

2. The Government of Kenya has received a credit from IDA and Other Development Partners towards the cost of the Public Financial Management Reforms Programme. It is intended that part of the proceeds of this credit will be applied to eligible payments under contract No.KENAO 1/2008-2009 for supply and delivery of motor vehicles.

3. The Controller and Auditor General now invites sealed bids from eligible and qualified bidders for supply of Seven (7) Heavy Duty, Utility passenger vehicles, 4 x 4 L.W.B., 2400-3000cc, diesel.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Mr. Christopher M. Warui - Principal Auditor, Kenya National Audit Office, Telephone No. +254-20-342330, E-mail: cag@kenyaweb.com and inspect the Bidding documents at the address given below, Monday to Friday, 08.00 to 17.00 hours, East African Time.

6. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non refundable fee of 60 US Dollars equivalent to Kenya Shillings 4,000. The method of payment will be cash or Banker’s cheque payable to the Controller and Auditor General.

7. Bids must be delivered to the address below at or before 10.00a.m., East African Time, on Monday, 22nd September, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person. All bids must be accompanied by a Bid Security of Kenya Shillings 400,000 or an equivalent amount in a freely convertible currency.
