DRILLING OF BOREHOLES FOR SUMBAWANGA WATER SUPPLY IMMEDIATE WORKS

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in United Nations Development Business, under notice no. WB320-696/07 of 17th January, 2007.
2. The United Republic of Tanzania has received funds from Development Partners towards the cost of the Water Sector Development Programme (WSDP) and intends to apply part of the proceeds of the funds to payment under the contract for drilling of boreholes for Sumbawanga Water Supply Immediate Works.
3. The Sumbawanga Urban Water Supply and Sewerage Authority (SUWASA), now invites sealed bids from eligible and qualified contractors to carry out drilling of boreholes as follows: -

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of the Managing Director, Sumbawanga Urban Water Supply and Sewerage Authority (SUWASA), Sumbawanga Municipality, Maji Yard - Mpanda Road, SUWASA Headquarter, P. O. Box 192, Sumbawanga, Tanzania, Fax: +255 25 2801020, E-mail: suwasark@yahoo.com from 7:30 am to 3:30 pm Monday to Friday inclusive except on public holidays.
6. Qualification requirements include: legal status of the bidder, proposed major equipment for carrying out the work, qualifications and experience of key Personnel for administration and execution of the contract, proposed subcontractors and firms’ involved, financial status of the bidder. A margin of preference for eligible national contractors/joint ventures shall not be applied.
7. A complete set of Bidding Documents in English, may be purchased by interested bidders on the submission of written application to the address below and upon payment of a non-refundable fee of Tanzania shillings one hundred thousand (Tshs 100, 000) or in 100 United States Dollars. The method of payment will be made either by bankers draft, Bankers cheque, or cash. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.
8. Bids must be delivered to the address below at or before 10.00 a.m. on Friday 19th September 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of bidders’ representatives who choose to attend in person at the address below on Friday 19th September 2008 at 10:00 hours local time.
9. All bids shall be accompanied by a Bid Securing declaration in the format as provided for in section X of the bidding document.
