EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES FOR
NATIONAL DISPATCH LOAD CENTRE SCADA SYSTEM

Introduction

This request for expressions of interest (EOI) follows the restructuring of the Songo Songo Gas Development and Power Generation Project Credit No. 3569-TA to obtain consultancy services inter-alia on a National Dispatch Load Centre Scada System.

The Government of the United Republic of Tanzania has received financing from the International Development Association (IDA) towards the cost of Songo Songo Gas Development and Power Generation Project. The Government intends to apply a portion of the fund savings from the above project to the eligible payments for Provision of Consultancy Services for which this Expression of Interest (EoI) is advertised.

The Tanzania Electric Supply Company Limited (TANESCO) is a utility company owned by the Government of Tanzania its core business activities being generating, transmitting, distributing and selling electricity. TANESCO now invites eligible qualified consultants to express their interest in participating and submitting the Expression of Interest (EoI) to provide the following consulting services: National Dispatch Load Centre Scada System.

Eligible Interested Consultants must provide information indicating that they are qualified to participate in providing the services (brochures, description of similar assignments, description of experience in similar conditions, availability of appropriate skills amongst staff and any other relevant information). Consultants may associate to enhance their qualifications.

Objectives

Tanzania Electric Supply Company Limited (TANESCO) installed the first supervisory, control and data acquisition (SCADA) system (BBC Indactic 21 SCADA system) in 1989 and in January, 1991 practical operation of the interconnected grid power network from the National Grid Control Centre (GCC) located adjacent to the Ubungo 220/132/33 kV substation started.

In 2000 under the Power VI Project (Kihansi Hydro Power Plant) the second SCADA system (MicroSCADA) was installed at Grid Control Centre to monitor and control the operations of two (2) power stations and one grid substation. This solution on MicroSCADA system was reached after the consultant realized that the existing SCADA system was obsolete and the spares were no longer in production.

In 1999 under the Electricity IV Project (Babati, Kondoa, Mbulu and Karatu connected to the grid network) the third SCADA (ABB MicroSCADA) system was installed and commissioned at Babati to monitor and control Babati, Kondoa, Mbulu and Karatu substations. These substations are not monitored at the National Grid Control Centre due to technical limitation of the communication network by then.

Currently the communication media being used to transfer data collected by the RTUs from the substations is Power Line Centre and Optical Fibre. Almost half of installed RTUs are communicating with National Grid Control Centre System via PLC and the other half are communicating via optical fibre as main and PLC as a backup.

Moreover, of recent, problems concerning the operations and control of electrical networks in the United Republic of Tanzania have become more acute for the following reasons:

-There is rapid growth of power demand as the networks are developing and expanding in size hence becoming more complex to monitor and control; customers/power consumers are becoming quite demanding as concerns uninterrupted services; the ever increasing economic constraints are putting more pressure on optimization of electric power production, transmission and distribution costs and therefore the operating staff then, find it more difficult to bear up under this pressure which must be alleviated as soon as possible.

Therefore supervisory control of modern electric power generation, transmission and distribution operations is inevitable to be able to have comprehensive overview of substations and power stations for enabling the operating staff take appropriate decisions to satisfy the above mentioned conditions.

In light of the above observation, the main project objective of engaging a consultant for the National dispatch load centre SCADA system is to assist in further identification of improvement needs and operation principles in accordance with international accepted norms and standards such as those of the Southern African Power Pool Community (SAPP). A take off point of reference will be the upgraded National Control Centre. The consultant is expected to be very knowledgeable and up to date with the state of the art and modern energy automation technology and be able to transfer expertise to the National Grid Control Centre SCADA Staff in handling the projects.

The Consultant shall also be involved in the activities of capacity building for National Grid Control Centre SCADA Staff, review of operation documentation, dispatch principle and business inter-relations with Independent Power Producers (IPPs) in accordance with international benchmarks and guidelines.

The outcome of the consultancy services is expected to reduce the above mentioned problems significantly and shall enable the operating staff take appropriate, correct decisions at the right time regarding the behaviour of the system in place.

Scope of the Services
The successful consultant will be required to work cooperatively with National Grid Control Centre SCADA staff and Projects department for the best results in the following areas:

-Shall carry out a diagnostic review of the existing NGCC SCADA systems (both hardware and software) and assess the capacity of the systems to meet the needs of the existing system and the planned extensions. Determine whether the systems can be upgraded in part or in whole or a completely new system needs to be installed for the optimum and efficient operation of the existing power system and the planned expansion in the short, medium and long term. Determine an appropriate system that will satisfy these needs now and in the future.

-Identify training requirements for the National Grid operational staff and design an appropriate training program for the staff; in collaboration with the Senior Manager System Control and Transmission, the consultant shall develop technical parameters for the SCADA systems based on international benchmarks bearing in mind the specifics of TANESCO power network; the consultant shall set up a strong database of the TANESCO power network and devise a clear principle of archiving, retrieval and dissemination of information. Classify operations and network data on strict levels of confidential and non-confidential data and categories of accessibility; shall also provide technical support on the procurement of relevant professional operations reports, tools and testing equipment benchmarked to reputable utility standards and practices. Further the consultant shall devise a method of evaluation of the achievement of expertise and technology transfer to TANESCO National Grid Operations and associated staff, On the basis of the recommended optimal system suitable to meet TANESCO’s NGCC current needs and future planned expansions, prepare conceptual designs, technical specifications and bidding documents, separately for the NGCC, suitable for International Competitive Bidding in accordance with the Procurement Guidelines under IBRD Loans and IDA Credits of May 2004 Revised on October 1, 2006, and consistent with industry best practices, sound engineering practices and recognized international standards. The bidding documents should be prepared using the appropriate World Bank Standard Bidding Documents and TANESCO Code of practice and standards for construction, The Consultant shall also prepare cost estimates and the implementation schedule to be used by TANESCO for the procurement of the required software and hardware; plan and prepare a detailed Project implementation Control Program using the Critical Path Method (CPM) of critical activities. The plan should be in such detail as to indicate how the linking/integration of the systems will be achieved and how the systems functions will be maintained during the installation period without loss of data or serious interruptions of operations.

Selection
A successful consultant will be selected in accordance with the Guidelines Selection and Employment of Consultants by World Bank Borrowers dated May 2004 and revised on October 1, 2006.

No proposals are required to be submitted at this stage. On the basis of obtained information from eligible interested consultants, TANESCO will prepare a shortlist of Consultants who will be invited through a Letter of Invitation including detailed Terms of Reference (TOR) to submit Request for Proposals (RFP).

Place, Date and Time of Opening
The Documents for Expression of Interest submitted to the above address shall be opened publicly in TANESCO Twiga Board Room immediately after 14.30 hours local time on 19th September 2008.

Late submission of the documents, portion of documents, electronic documents, documents not received, documents not opened at the opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
