INTERNATIONAL COMPETITIVE BIDDING (ICB)
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business of No. 632 of May 12, 2004.

2. The Government of Ghana has received a credit from the International Development Association toward the cost of the Second Urban Environmental Sanitation Project (UESPII), and it intends to apply part of the proceeds of this credit to payments under the Tema Storm Drainage Improvement Works.
3 The Tema Municipal Assembly now invites sealed bids from eligible and qualified bidders for The Construction of Selected Drains in Tema (Phase 1).
The construction period is 18 Months
Description of Works
•The Channel Improvement of TOR Drain
•The Construction of Community One Market Drain including Culvert CN10
•The Reconstruction of Timber Market Drain including Culvert CN36
•The Reconstruction of Water Works Drain including Culvert CN70
•The Channel Improvement of Gbemi Drain and 3 No Culverts, CN60/61/62
•The Channel Improvement and Lining of SOS Drain and 2 No Culverts,CN90/91
•Gao Drain Channel Improvement and Miltiple Box Culvert

Principal Quantities of Work Items
•Reinforced Concrete : 7,398 m3
•General Excavation for Lined Drain: 63,456 m3
•Culvert Replacement (Sizes ranging from 2mx2m to 4mx2m): 116 m
•Channel Clearing: 40,132 m3
•Mild Steel Reinforcement: 542 tons
4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004, revised October 2006)) and are open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from the Metropolitan Coordinating Director, Tema Municipal Assembly, Market Street, Community One Community Center; email: tonixorla@yahoo.com; copy to khoward@lgpcu.org and inspect the Bidding Documents at the address given above from 9.00 GMT to 4.30 GMT.
6. A margin of preference for eligible national contractors/joint ventures shall be applied
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of Two Hundred Ghana Cedis (GH¢200) or the equivalent in a freely convertible currency. The method of payment will be by a Banker’s Cheque payable to Tema Municipal Assembly, Tema. The Bidding Documents shall be collected from the Office of the Municipal Coordinating Director, Tema Municipal Assembly, Market Street, Community One Community Center, Tema.
8. Bids must be delivered to the address below on or before October 7th 2008 at 10am. Electronic Bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below on October 7th 2008 at 10.30 am.
9. All bids shall be accompanied by a Bid Security/Bond, of Ninety Thousand Ghana Cedis (GH¢90,000) or equivalent in a freely convertible currency, and the Bid Security/Bond must be valid for 148 days after bid submission.
