REQUEST FOR EXPRESSIONS OF INTEREST FOR DEVELOPMENT OF MANAGEMENT CAPACITY THROUGH THE BUSINESS SCHOOL LINKAGE PROGRAM

1. This Expressions of Interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) issue No. 2006/211/AFR of December 15th, 2005.

2. The Government of Tanzania has received funds from the International Development Association in support of the cost of the Private Sector Competitiveness Project (PSCP). It is intended that part of the proceeds of the funds will be applied to cover eligible payment under the contracts for provision of consulting services for the development of management capacity through the Business School Linkage Program that is managed by Tanzania Private Sector Foundation (TPSF).

3. The Private Sector Competitiveness Project (PSCP) aims to create sustainable conditions by enhancing skills and entrepreneurship development. The Project further intends to help generate sustainable conditions for enterprise creation and growth by reducing the cost of doing business and increasing the capacity of local private sector to participate in domestic and international markets and access appropriate financial services. The Project is consisting of three main component namely; (1) business environment strengthening (2) enhancing enterprise competitiveness, and (3) improving access to financial services. The Business School Linkage Program is under the second component and intends to assist business and management schools to strengthen their capacity to deliver world-class business and management training in Tanzania.

4. Tanzania Private Sector Foundation now invites Expressions of Interests (EOI) from eligible Individual Consultants (IC) for the purpose of undertaking consulting services for development of management capacity through the Business School Linkage Program as highlighted in the following three (3) independent packages:

(i) Evaluation of existing curriculums of four (4) business schools and development of comprehensive school enhancement plan, to;
• Develop strategic plans that will be integrated with the overall capacity building measures of the respective training institutions;
• Evaluate the existing curriculum and design a holistic revised curriculum. New courses may also be designed to strengthen and modernized the academic offering;
• Identify priority areas for faculty development and design a comprehensive faculty development plan which will identify necessary training opportunities to provide for effective course delivery; and
• Conduct staff training programs that involve participatory teaching methods, research methodology, curriculum development, etc.


(ii) Conducting Private Sector/Government and Business Schools Dialogue on Human Capital Development
• Convene and facilitate a participatory dialogue involving Business Schools, the Government and members from the Private Sector and deliberate management skills, identify gaps in institutional competencies and industry-specific skills that will lead to the formulation of contemporary business and management programs.

(iii) Developing / creating new management training programs
• Undertake cost-benefit analysis on new management and business training programs in relation to the capital outlay and market demand for graduates in that particular field;
• Provide training modules on modern management skills in terms of delivering new curriculum, research methods, case writing and teaching skills as well as training of the trainers;
• Formulate short term training packages/courses targeting gaps in industries and competencies identified during the Private Sector/Government and Business Schools Dialogue. These courses will be integrated into the existing degree/diploma programs without interrupting with the core training schedules; and
• Assist current training institutions in developing a data base of local case studies involving new scope of management and business programs.

5. In assessing the Expression of Interest (EOI) consideration will be given to a concise covering letter (max. three pages), the respective CV indicating areas of technical competence with relevant experience of undertaking similar assignments in the last three (3) years. The Individual Consultants may express their interest for one, two or all three packages mention under section (4) above.

6. The Individual Consultants will be selected in accordance with the procedures set out in the World Bank’s “Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004; revised in October 2006.

7. Interested Individual Consultants may obtain further information on the assignment from 08.00 to 16.00 hours local time (Monday to Friday) exclusive of public holidays in the office of the Executive Director, TPSF Building along Mwaya Street, Plot 1288, Msasani Peninsula, Dar Es Salaam, Tanzania.

8. The deadline for submission of sealed Expressions of Interest will be on or before 1600 hours local time on Friday, September 5, 2008 which should be clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF CONSULTING SERVICES FOR DEVELOPMENT OF MANAGEMENT CAPACITY THROUGH THE BUSINESS SCHOOL LINKAGE PROGRAM”. Late submissions will be rejected and shall not be considered for further evaluation.
