1. This Invitation for Bids(IFB) follows the General Procurement Notice (GPN) for this Project that appeared in Development Business, issue no. 673 of 28February, 2006. The notice number is WB634 - 673/06.

2. The Federal Democratic Republic of Ethiopia has received credit from the International Development Association toward the cost of Public Sector Capacity Building Program Support Project (PSCAP) and it intends to apply part of the proceeds of this credit to payments under the Contract for Supply and Delivery Forensic Laboratory Equipment and Reagents.

3. The Ministry of Capacity Building - Public Sector Capacity Building Program Support Project (PSCAP)now invites sealed bids from eligible and qualified bidders for Supply and Delivery of Forensic Laboratory Equipment and Reagents.

4. Bidding will be conducted through the International Competitive Bidding (ICB) and governed by procedures and rules specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Procurement and Property Administration Department, Ministry of Capacity Building Office and Inspect the Bidding Documents at the address given below from 9:00 to 12:00 a.m. and from 14:00 to 17:00 p.m. (Local time) Monday to Friday.

6. Qualifications requirements include: Bidders must submit Manufacturer Authorization Certificate, Manufacturing ISO Quality Certificate or the equivalent and bidder shall submit audited financial statements of the company for the last 3 years. The company should not have incurred operating loss and average annual turnover not less than three times the bid amount during the last 3 years. The Bidder shall furnish documentary evidence to demonstrate that Manufacturer shall have at least 2 years experience in manufacturing the tendered goods. The supplier shall have experience in supplying goods equivalent to the contract at least once in the last five years. Margin of preference for eligible national Manufacturers shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English Language may be purchased by interested bidders as of 4 August 2007 from 9:00-12:00 a.m. and 14:00-17:00 p.m. (Monday to Friday) on the submission of a written Application to the address below and upon payment of a non refundable fee of Birr 300.00(Three Hundred) or USD 35.00 (Thirty five) or an equivalent amount in a freely convertible currency. The method of payment will be Cash or Cashier Check.

8. The Bidding document will be sent by first class mail for overseas bidders who send a Crossed Bank Draft of Birr 450.00(Four Hundred Fifty) or USD 45.00(Forty five only) or an equivalent amount in a freely convertible currency in addition to the price of the document to the address given below. However, The Ministry of Capacity Building will not take any responsibility for a late /non delivery of the bidding documents sent by mail. No extension in bid submission date is permitted on this account.

9. Bids must be delivered to the address below at or before 10:00 a. m. (Local time) on October 8, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at 10:30a.m. (Local time), on October 8, 2008. All bids must be accompanied by a 2% of Bid Security in ETB or an equivalent amount in a freely convertible currency.
