CONSULTING SERVICES


Call for Expressions of interest for harmonization and streamlining work permit procedures in Tanzania


The Government of the United Republic of Tanzania is implementing the Business Environment Strengthening for Tanzania (BEST) Programme. The BEST Programme is designed to improve the investment climate in Tanzania by reducing the regulatory and administrative constraints on private sector operations; and by improving the delivery of Government services to the private sector. The Programme is funded jointly by DANIDA, DIFD, the Royal Netherlands Embassy and SIDA together with financing received from the World Bank under the Private Sector Competitiveness Project Credit No. 4136-TA Project ID No. P085009. The Government now intends to apply part of the joint proceeds for consultancy services to harmonization and streamline work permits procedures in Tanzania

The Consultant will be responsible for:
(a) To identify areas, forms and mechanisms for, and to make recommendations on efficient and effective procedures/conditions/regulations for issuance of work permit to rare skills/occupation
(b) Review the existing legislations/procedures governing work permit in the country, identify areas of controversies i.e. regulatory framework which are conflicting and need to be smoothened.
(c) Develop work permit’s Consumer Services Charter as an input to information awareness programme to educate clients and public at large
(d) Identify the technical specification for digitization of the current manual paper files

The assignment is expected to last for 90 man days; the selected consultant is required to commence the assignment within fourteen (14) days after contract signature by both parties.

The Ministry of Labour, Employment and Youth Development now invites eligible consultants to indicate their interest in providing the services. Interested consulting firms must provide information indicating that they are qualified to perform the services, i.e. brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 01, 2006).

Interested consultants may obtain further information at the address below during office hours 8.00 to 15.00 East African Time Monday to Friday.

Expressions of interest must be delivered to the address below by 14.00 hours East African Time on 24th September, 2008 and should be clearly marked “Expression of Interest for harmonization and streamline work permits procedures in Tanzania”
