TENDER NOTICE

TTENDER TEC/TEP1 7/2009 – TERTIARY EDUCATION MANAGEMENT INFORMATION SYSTEM (TEMIS) – Situational Analysis and Needs Assessment

SHORT TERM CONSULTANCY

The Tertiary Education Council is an autonomous body established under the Tertiary Education Act of 1999, whose main functions include policy, planning, quality assurance and funding of tertiary education in Botswana.

1. Client Requirements
The Tertiary Education Council wishes to engage a Consultant to undertake a short term consultancy on Situation Analysis and Needs Assessment of the Tertiary Education and Management Information Systems (TEMIS) of the Tertiary Sector in Botswana.

The duration of the assignment is short term (2 months) and a full-time presence in Gaborone will be required for the duration of the contract.

2. Background
In April 2008 the National Assembly approved the Tertiary Education Policy (Government White Paper No. 37) ‘Towards a Knowledge Society’. The implementation of the policy is being undertaken under the direction of the Ministry of Education and Skills Development with co-ordination and professional support being provided by the Tertiary Education Council.

In order to monitor and evaluate successful implementation of this Policy a robust management information system TEMIS must be put in place, such as the TEMIS.

3. Scope of Services
The Consultant will be required to undertake the following:

i) Terms of Reference-The situation and needs analysis that will describe TEMIS in terms of infrastructure, functionality, data elements and reporting from the perspective of user requirements. The key outcomes will be: user requirements definition, functional requirements, organisational and system requirements, resource requirements, gap analysis, data standards and formats definition, data base system topology.

ii) Workshop–Stakeholders’ workshop will be conducted to share the findings of the consultancy.

4. Tender Document
Applicants are requested to obtain a Tender Dossier ‘Tertiary Education Management Information System’ ( TEMIS) for which a non refundable fee of one thousand pula (P1000) will be charged, from:

5. Submission of Proposals
Tender Proposals (one original and four copies) in a sealed envelope clearly marked ‘TEC TEPI 7/2009 Tertiary Education Management Information System (TEMIS) should be addressed or hand delivered to:

Each envelope (original and copies) should contain two separate sealed envelopes clearly marked:

Envelope 1 - Technical Proposal
Envelope 2 - Financial Proposal.

6. Tender Opening
The deadline for receipt of proposals will be Friday December 11th 2009 at 10:00 am (Botswana time). The proposals will be opened on the same day at 10:10 am in the Tertiary Education Council Board Room. Bidders who wish to witness the opening are invited to attend.

Telegraphic, faxed and emailed bid proposals will not be accepted.

Submissions will only be accepted on presentation of the receipt for the tender dossier.

Bid proposals received after the closing date and time will not be accepted.

8. Tender Evaluation and Award
The evaluation of bid proposals will be carried out in accordance with the Tertiary Education Council tender policies and procedures.

Bidders must ensure strict compliance with a) the requirements as set out in the advert and b) instructions to Tenderers. Tender proposals that are not compliant will be rejected.

Bidders shall be bound by their bid proposals for a period of 90 days from the closing date of the tender.

The Tertiary Education Council is not bound to accept the lowest or any bid proposal or to assign any reasons for acceptance or rejection.

Notification of contract will take place in accordance with the rules and procedures of the Tertiary Education Council Tender Committee
